Vych\u00e1z\u00ed z toho, \u017ee bydlen\u00ed u\u017e pro mnoho lid\u00ed v Evrop\u011b nen\u00ed jistota, ale zdroj stresu \u2013 kv\u016fli vysok\u00fdm cen\u00e1m, drah\u00fdm n\u00e1jm\u016fm a nedostatku byt\u016f. Komise z\u00e1rove\u0148 zd\u016fraz\u0148uje, \u017ee bydlen\u00ed nem\u00e1 b\u00fdt jen \u201ezbo\u017e\u00ed na trhu\u201c, ale podm\u00ednka d\u016fstojn\u00e9ho \u017eivota.<\/p>\n\n\n\n<p><strong>Pro\u010d pl\u00e1n vznik\u00e1<\/strong><\/p>\n\n\n\n<p>Za posledn\u00ed dek\u00e1du ceny nemovitost\u00ed v EU nomin\u00e1ln\u011b vzrostly o v\u00edce ne\u017e 60 % a n\u00e1jemn\u00e9 zhruba o 20 %. Nov\u00e9 n\u00e1jemn\u00ed smlouvy p\u0159itom b\u00fdvaj\u00ed v\u00fdrazn\u011b dra\u017e\u0161\u00ed ne\u017e d\u0159\u00edve. Sou\u010dasn\u011b klesly investice do bytov\u00e9 v\u00fdstavby a nab\u00eddka byt\u016f nest\u00edh\u00e1 reagovat na popt\u00e1vku \u2013 mimo jin\u00e9 kv\u016fli drah\u00fdm stavebn\u00edm prac\u00edm, nedostatku pracovn\u00edch sil, mal\u00fdm inovac\u00edm a slo\u017eit\u00fdm povolovac\u00edm proces\u016fm.<\/p>\n\n\n\n<p>Komise uv\u00e1d\u00ed, \u017ee EU by pot\u0159ebovala p\u0159es dva miliony nov\u00fdch byt\u016f ro\u010dn\u011b. To je zhruba o 650 tis\u00edc byt\u016f ro\u010dn\u011b v\u00edce, ne\u017e se nyn\u00ed stav\u00ed. Odhadovan\u00e9 dodate\u010dn\u00e9 n\u00e1klady jsou p\u0159ibli\u017en\u011b 150 miliard eur ro\u010dn\u011b. Z\u00e1rove\u0148 se ukazuje, \u017ee \u010d\u00e1st bytov\u00e9ho fondu z\u016fst\u00e1v\u00e1 mimo b\u011b\u017en\u00e9 u\u017e\u00edv\u00e1n\u00ed \u2013 p\u0159ibli\u017en\u011b 20 % byt\u016f je neobsazen\u00fdch.<\/p>\n\n\n\n<p>Dopady se u\u017e net\u00fdkaj\u00ed jen lid\u00ed s n\u00edzk\u00fdmi p\u0159\u00edjmy. Pot\u00ed\u017ee s dostupn\u00fdm bydlen\u00edm maj\u00ed st\u00e1le \u010dast\u011bji i dom\u00e1cnosti se st\u0159edn\u00edmi p\u0159\u00edjmy. V \u0159ad\u011b m\u011bst si u\u010ditel\u00e9, zdravotn\u00ed sestry, hasi\u010di nebo policist\u00e9 nemohou dovolit bydlet tam, kde pracuj\u00ed. Mlad\u00ed lid\u00e9 odkl\u00e1daj\u00ed osamostatn\u011bn\u00ed, rodiny odkl\u00e1daj\u00ed d\u011bti, lid\u00e9 odm\u00edtaj\u00ed pr\u00e1ci nebo studium, proto\u017ee se nemaj\u00ed kde ubytovat. U nejzraniteln\u011bj\u0161\u00edch skupin roste riziko ztr\u00e1ty bydlen\u00ed a bezdomovectv\u00ed.<\/p>\n\n\n\n<p><strong>Co EU navrhuje: \u010dty\u0159i sm\u011bry, ve kter\u00fdch chce tla\u010dit zm\u011bnu<\/strong><\/p>\n\n\n\n<p>Pl\u00e1n stav\u00ed na \u010dty\u0159ech pil\u00ed\u0159\u00edch:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Zv\u00fd\u0161it nab\u00eddku bydlen\u00ed<\/strong> \u2013 podpo\u0159it v\u00fdstavbu a lep\u0161\u00ed vyu\u017eit\u00ed st\u00e1vaj\u00edc\u00edch budov.<\/li>\n\n\n\n<li><strong>Rozh\u00fdbat investice<\/strong> \u2013 spojit ve\u0159ejn\u00e9 i soukrom\u00e9 zdroje a usnadnit financov\u00e1n\u00ed projekt\u016f.<\/li>\n\n\n\n<li><strong>Pomoci rychle tam, kde je nejv\u011bt\u0161\u00ed tlak, a z\u00e1rove\u0148 d\u011blat dlouhodob\u00e9 reformy<\/strong> \u2013 typicky ve velk\u00fdch m\u011bstech a turistick\u00fdch oblastech.<\/li>\n\n\n\n<li><strong>Podpo\u0159it skupiny, kter\u00e9 jsou zasa\u017eeny nejv\u00edc<\/strong> \u2013 mlad\u00e9, dom\u00e1cnosti v nouzi, osoby ohro\u017een\u00e9 bezdomovectv\u00edm a n\u00e1jemn\u00edky v nejist\u00e9 situaci.<\/li>\n<\/ol>\n\n\n\n<p>Komise opakuje, \u017ee bytov\u00e1 politika z\u016fst\u00e1v\u00e1 hlavn\u011b odpov\u011bdnost\u00ed st\u00e1t\u016f, region\u016f a m\u011bst. EU ale chce nab\u00eddnout spole\u010dn\u00fd sm\u011br, n\u00e1stroje a pen\u00edze \u2013 a taky tlak na sd\u00edlen\u00ed funk\u010dn\u00edch \u0159e\u0161en\u00ed mezi zem\u011bmi.<\/p>\n\n\n\n<p><strong>D\u016fraz na kvalitu a ni\u017e\u0161\u00ed provozn\u00ed n\u00e1klady<\/strong><\/p>\n\n\n\n<p>Pl\u00e1n spojuje dostupnost s energetickou n\u00e1ro\u010dnost\u00ed a kvalitou bydlen\u00ed. Argument je jednoduch\u00fd: kdy\u017e se sn\u00ed\u017e\u00ed \u00fa\u010dty za energie, lidem se ulev\u00ed v rodinn\u00e9m rozpo\u010dtu. Komise uv\u00e1d\u00ed, \u017ee ka\u017ed\u00e9 euro vlo\u017een\u00e9 do energetick\u00e9 \u00fa\u010dinnosti se v pr\u016fb\u011bhu \u017eivotnosti investice prom\u00edtne zhruba do dvan\u00e1cti eur \u00faspor na energi\u00edch. Proto chce podporovat rychlej\u0161\u00ed renovace, dostupn\u00e9 poradenstv\u00ed a financov\u00e1n\u00ed. Zmi\u0148uje tak\u00e9 podporu v\u00fdroby vlastn\u00ed energie z obnoviteln\u00fdch zdroj\u016f a rozvoj energetick\u00fdch komunit.<\/p>\n\n\n\n<p><strong>M\u00e9n\u011b pap\u00edrov\u00e1n\u00ed, rychlej\u0161\u00ed povolov\u00e1n\u00ed<\/strong><\/p>\n\n\n\n<p>Velk\u00e1 \u010d\u00e1st pl\u00e1nu m\u00ed\u0159\u00ed na zjednodu\u0161en\u00ed pravidel a postup\u016f, kter\u00e9 dnes v\u00fdstavbu a renovace brzd\u00ed. Komise chce p\u0159ipravit bal\u00ed\u010dek ke zjednodu\u0161en\u00ed pravidel v oblasti bydlen\u00ed (s v\u00fdhledem na rok 2027), mapovat dopady evropsk\u00fdch p\u0159edpis\u016f a podporovat digitalizaci. Jako inspiraci uv\u00e1d\u00ed nap\u0159\u00edklad digitalizovan\u00e9 povolov\u00e1n\u00ed v Estonsku nebo zkr\u00e1cen\u00ed lh\u016ft v Nizozemsku.<\/p>\n\n\n\n<p>Sou\u010dasn\u011b vyz\u00fdv\u00e1 \u010dlensk\u00e9 st\u00e1ty, aby zjednodu\u0161ovaly i vlastn\u00ed \u00fazemn\u00ed pl\u00e1nov\u00e1n\u00ed, stavebn\u00ed p\u0159edpisy a povolovac\u00ed \u0159\u00edzen\u00ed a posilovaly kapacity \u00fa\u0159ad\u016f.<\/p>\n\n\n\n<p><strong>Investice: nov\u00e9 n\u00e1stroje a snaz\u0161\u00ed ve\u0159ejn\u00e1 podpora<\/strong><\/p>\n\n\n\n<p>EU u\u017e dnes mobilizuje des\u00edtky miliard eur na bydlen\u00ed p\u0159es r\u016fzn\u00e9 programy a fondy a pl\u00e1n po\u010d\u00edt\u00e1 s dal\u0161\u00edmi mo\u017enostmi financov\u00e1n\u00ed v letech 2026\u20132027 i v p\u0159\u00ed\u0161t\u00edm dlouhodob\u00e9m rozpo\u010dtu EU po roce 2028.<\/p>\n\n\n\n<p>D\u016fle\u017eitou novinkou m\u00e1 b\u00fdt <strong>panevropsk\u00e1 investi\u010dn\u00ed platforma pro dostupn\u00e9 a udr\u017eiteln\u00e9 bydlen\u00ed<\/strong> (c\u00edlen\u011b kolem 3. \u010dtvrtlet\u00ed 2026), kter\u00e1 m\u00e1 propojit ve\u0159ejn\u00e9 zadavatele, banky a investory, zp\u0159ehlednit mo\u017enosti financov\u00e1n\u00ed a pom\u00e1hat projekt\u016fm r\u016fst do v\u011bt\u0161\u00edho m\u011b\u0159\u00edtka.<\/p>\n\n\n\n<p>Komise tak\u00e9 upravuje pravidla ve\u0159ejn\u00e9 podpory tak, aby st\u00e1ty mohly sn\u00e1z podporovat nejen tradi\u010dn\u00ed soci\u00e1ln\u00ed bydlen\u00ed, ale i \u0161ir\u0161\u00ed kategorii dostupn\u00e9ho bydlen\u00ed pro dom\u00e1cnosti s n\u00edzk\u00fdmi a st\u0159edn\u00edmi p\u0159\u00edjmy, v\u010detn\u011b profes\u00ed pot\u0159ebn\u00fdch pro chod m\u011bst.<\/p>\n\n\n\n<p><strong>Kr\u00e1tkodob\u00e9 pron\u00e1jmy a tlak na byty ve m\u011bstech<\/strong><\/p>\n\n\n\n<p>Pl\u00e1n otev\u0159en\u011b \u0159e\u0161\u00ed dopady kr\u00e1tkodob\u00fdch pron\u00e1jm\u016f v m\u00edstech, kde je bydlen\u00ed nejnapjat\u011bj\u0161\u00ed. Po\u010d\u00edt\u00e1 s t\u00edm, \u017ee od kv\u011btna 2026 za\u010dne platit na\u0159\u00edzen\u00ed, kter\u00e9 m\u00e1 zv\u00fd\u0161it transparentnost (registrace hostitel\u016f a sd\u00edlen\u00ed dat). Z\u00e1rove\u0148 Komise chce navrhnout dal\u0161\u00ed legislativu k kr\u00e1tkodob\u00fdm pron\u00e1jm\u016fm jako sou\u010d\u00e1st p\u0159ipravovan\u00e9ho \u201eaktu o dostupn\u00e9m bydlen\u00ed\u201c (c\u00edl: 4. \u010dtvrtlet\u00ed 2026), aby m\u011bsta a st\u00e1ty m\u011bly jasn\u011bj\u0161\u00ed oporu pro p\u0159im\u011b\u0159enou regulaci.<\/p>\n\n\n\n<p><strong>Spekulace, pr\u00e1zdn\u00e9 byty a nedostatek dat<\/strong><\/p>\n\n\n\n<p>Dal\u0161\u00edm t\u00e9matem je spekulativn\u00ed chov\u00e1n\u00ed na trhu, kter\u00e9 m\u016f\u017ee ceny je\u0161t\u011b v\u00edc vyh\u00e1n\u011bt nahoru. Komise upozor\u0148uje na nedostatek dat a transparentnosti ohledn\u011b vlastnictv\u00ed a transakc\u00ed. Chce proto p\u0159ipravit anal\u00fdzu cenov\u00e9 dynamiky a spekulativn\u00edch vzorc\u016f (s v\u00fdhledem na konec roku 2026) a podporovat v\u011bt\u0161\u00ed pr\u016fhlednost trhu. Zmi\u0148uje tak\u00e9 roli neziskov\u00fdch a \u201eomezen\u011b ziskov\u00fdch\u201c poskytovatel\u016f bydlen\u00ed (v\u010detn\u011b dru\u017estev), kte\u0159\u00ed mohou pom\u00e1hat dr\u017eet bydlen\u00ed dlouhodob\u011b dostupn\u00e9.<\/p>\n\n\n\n<p><strong>Podpora pro mlad\u00e9 a boj s bezdomovectv\u00edm<\/strong><\/p>\n\n\n\n<p>Pl\u00e1n po\u010d\u00edt\u00e1 se zvl\u00e1\u0161tn\u00ed pozornost\u00ed pro mlad\u00e9 lidi \u2013 hlavn\u011b s podporou studentsk\u00e9ho bydlen\u00ed a r\u016fzn\u00fdch model\u016f ubytov\u00e1n\u00ed. Zaj\u00edmav\u00e1 je i \u00favaha o z\u00e1ru\u010dn\u00edm syst\u00e9mu, kter\u00fd by mohl sn\u00ed\u017eit pot\u0159ebu skl\u00e1dat kauci.<\/p>\n\n\n\n<p>U bezdomovectv\u00ed Komise navazuje na evropsk\u00fd z\u00e1vazek sm\u011b\u0159ovat k jeho ukon\u010den\u00ed do roku 2030 a upozor\u0148uje, \u017ee probl\u00e9m roste. Jako p\u0159\u00edklad funk\u010dn\u00edho p\u0159\u00edstupu uv\u00e1d\u00ed finsk\u00fd model Housing First. P\u0159ipravuje se tak\u00e9 doporu\u010den\u00ed Rady k prevenci vylou\u010den\u00ed z bydlen\u00ed (rok 2026) a podpora investic do soci\u00e1ln\u00edho bydlen\u00ed a slu\u017eeb, kter\u00e9 pom\u00e1haj\u00ed udr\u017eet bydlen\u00ed (nap\u0159. dluhov\u00e9 poradenstv\u00ed).<\/p>\n\n\n\n<p><strong>Nov\u00e1 spolupr\u00e1ce: Evropsk\u00e1 aliance pro bydlen\u00ed a summit v roce 2026<\/strong><\/p>\n\n\n\n<p>Komise chce zalo\u017eit <strong>Evropskou alianci pro bydlen\u00ed<\/strong> (pl\u00e1novan\u011b 3. \u010dtvrtlet\u00ed 2026), kter\u00e1 m\u00e1 propojit evropsk\u00e9 instituce, st\u00e1ty, m\u011bsta, regiony a dal\u0161\u00ed akt\u00e9ry. Sou\u010d\u00e1st\u00ed m\u00e1 b\u00fdt sd\u00edlen\u00ed zku\u0161enost\u00ed a spole\u010dn\u00fd \u201eprogram vz\u00e1jemn\u00e9ho u\u010den\u00ed\u201c. Z\u00e1rove\u0148 Komise avizuje <strong>prvn\u00ed Summit EU o bydlen\u00ed v roce 2026<\/strong>.<\/p>\n\n\n\n<p><strong>Co si z toho odn\u00e9st<\/strong><\/p>\n\n\n\n<p>Dokument je sign\u00e1l, \u017ee t\u00e9ma bydlen\u00ed se dost\u00e1v\u00e1 vysoko na evropskou agendu a \u017ee EU chce pou\u017e\u00edvat v\u00edce n\u00e1stroj\u016f najednou: pen\u00edze, zjednodu\u0161ov\u00e1n\u00ed pravidel, pr\u00e1ci s daty, koordinaci mezi st\u00e1ty a nov\u00e9 n\u00e1vrhy pro oblasti, kde trh s bydlen\u00edm ho\u0159\u00ed nejv\u00edc (zejm\u00e9na velk\u00e1 m\u011bsta a turistick\u00e9 lokality). Pro n\u00e1jemn\u00edky je podstatn\u00e9, \u017ee pl\u00e1n mluv\u00ed nejen o v\u00fdstavb\u011b, ale i o ochran\u011b lid\u00ed v nejist\u00e9 situaci, o dostupnosti n\u00e1jm\u016f v m\u00edstech s vysok\u00fdm tlakem a o tom, jak sn\u00ed\u017eit celkov\u00e9 n\u00e1klady na bydlen\u00ed p\u0159es energetick\u00e9 \u00faspory.<\/p>\n\n\n\n<p><strong>Lenka Vesel\u00e1, p\u0159edsedkyn\u011b Sdru\u017een\u00ed n\u00e1jemn\u00edk\u016f \u010cR, k tomu uv\u00e1d\u00ed:<\/strong><br>\u201eEvropsk\u00fd pl\u00e1n pro dostupn\u00e9 bydlen\u00ed je d\u016fle\u017eit\u00fdm sign\u00e1lem, \u017ee bytov\u00e1 krize kone\u010dn\u011b z\u00edsk\u00e1v\u00e1 pozornost na nejvy\u0161\u0161\u00ed politick\u00e9 \u00farovni.
