Mohou se rozhodnout pro sjednocenou, otev\u0159enou a m\u00edrovou Evropu charakterizovanou pokrokem pro v\u0161echny a zako\u0159en\u011bnou v duchu solidarity. Bytov\u00e1 krize postihla n\u00e1jemce i z\u00e1jemce o bydlen\u00ed po cel\u00e9 Evrop\u011b. Jedna t\u0159etina evropsk\u00fdch ob\u010dan\u016f, co\u017e odpov\u00edd\u00e1 150 milion\u016fm lid\u00ed, \u017eije v n\u00e1jmu. N\u00e1jemn\u00e9 je cenov\u011b nedostupn\u00e9 a n\u00e1klady na energie zejm\u00e9na ve \u0161patn\u011b izolovan\u00fdch domech prudce vzrostly. Mnoho jednotlivc\u016f a n\u00e1jemc\u016f \u017eije ve velk\u00e9 nejistot\u011b kv\u016fli nedostatku sv\u00fdch pr\u00e1v, zat\u00edmco jin\u00ed se sna\u017e\u00ed naj\u00edt m\u00edsto, kter\u00e9 by mohli nazvat domovem.<\/p>\n\n\n\n<p><strong>1) Zaji\u0161t\u011bn\u00ed bydlen\u00ed jako z\u00e1kladn\u00edho pr\u00e1va<\/strong><\/p>\n\n\n\n<p>Bydlen\u00ed je z\u00e1kladn\u00ed pr\u00e1vo, co\u017e vypl\u00fdv\u00e1 z&nbsp;\u010dl\u00e1nku 25 V\u0161eobecn\u00e9 deklarace lidsk\u00fdch pr\u00e1v. Bytov\u00e1 krize nevznikla sama o sob\u011b; vznikla v&nbsp;d\u016fsledku nedostate\u010dn\u00fdch a nespr\u00e1vn\u00fdch politick\u00fdch rozhodnut\u00ed, a to jak na region\u00e1ln\u00ed a n\u00e1rodn\u00ed \u00farovni, tak na \u00farovni evropsk\u00e9.<\/p>\n\n\n\n<p><strong>2)&nbsp; N\u00e1klady na bydlen\u00ed by m\u011bly do konce roku 2030 tvo\u0159it maxim\u00e1ln\u011b 25 % p\u0159\u00edjmu dom\u00e1cnosti<\/strong><\/p>\n\n\n\n<p>N\u00e1klady na bydlen\u00ed (v\u010detn\u011b n\u00e1klad\u016f na slu\u017eby a energie) by m\u011bly \u010dinit maxim\u00e1ln\u011b 25 % disponibiln\u00edho p\u0159\u00edjmu dom\u00e1cnost\u00ed, \u010deho\u017e lze dos\u00e1hnout \u00fa\u010dinnou regulac\u00ed n\u00e1jemn\u00e9ho zahrnuj\u00edc\u00ed mo\u017enost sn\u00ed\u017een\u00ed n\u00e1jemn\u00e9ho a poskytnut\u00edm p\u0159\u00edsp\u011bvk\u016f na bydlen\u00ed. Bydlen\u00ed je pro obecn\u00e9 blaho a ne finan\u010dn\u00ed aktivum. Bydlen\u00ed je pro lidi a ne pro zisk!<\/p>\n\n\n\n<p><strong>3) Stanoven\u00ed 30% kv\u00f3ty pro soci\u00e1ln\u00ed a dostupn\u00e9 bydlen\u00ed do roku 2030<\/strong><\/p>\n\n\n\n<p>V z\u00e1jmu boje s bytovou kriz\u00ed a vytvo\u0159en\u00ed stabiln\u00edho segmentu n\u00e1jemn\u00edho bydlen\u00ed s kontrolovanou cenou by m\u011bl Evropsk\u00fd parlament zv\u00e1\u017eit stanoven\u00ed minim\u00e1ln\u00ed kv\u00f3ty pro soci\u00e1ln\u00ed a dostupn\u00e9 bydlen\u00ed v ka\u017ed\u00e9m \u010dlensk\u00e9m st\u00e1t\u011b a v ka\u017ed\u00e9 jednotliv\u00e9 obci v EU do roku 2030 ve v\u00fd\u0161i alespo\u0148 30 %. Tuto iniciativu m\u016f\u017ee podpo\u0159it Evropsk\u00fd fond pro ve\u0159ejn\u00e9 soci\u00e1ln\u00ed a dostupn\u00e9 bydlen\u00ed dopln\u011bn\u00fd o vnitrost\u00e1tn\u00ed a region\u00e1ln\u00ed z\u00e1kony a p\u0159edpisy, p\u0159\u00edm\u00e9 investice, n\u00e1kladov\u00e9 dotace a v\u00fdznamn\u00e9 da\u0148ov\u00e9 \u00falevy.<\/p>\n\n\n\n<p><strong>4) P\u016fsobit proti financializaci bydlen\u00ed<\/strong><\/p>\n\n\n\n<p>Financializace se roz\u0161\u00ed\u0159ila na v\u0161echny trhy s bydlen\u00edm. V d\u016fsledku toho se bytov\u00e1 politika p\u0159esunula od vl\u00e1d k&nbsp;finan\u010dn\u00edm instituc\u00edm orientovan\u00fdm na zisk. Po\u017eadujeme definancov\u00e1n\u00ed v sektoru bydlen\u00ed.<\/p>\n\n\n\n<p>P\u0159\u00edstup korpor\u00e1tn\u00edch a firemn\u00edch financ\u00ed na evropsk\u00e9 trhy mus\u00ed b\u00fdt regulov\u00e1n. Evropsk\u00e1 unie by m\u011bla jednat a br\u00e1nit vzniku monopol\u016f a zastavit prodej ve\u0159ejn\u00e9ho a cenov\u011b dostupn\u00e9ho bytov\u00e9ho fondu.<\/p>\n\n\n\n<p>Evropsk\u00fd registr, kter\u00fd by zpr\u016fhlednil transakce s nemovitostmi je prvn\u00edm krokem k definancov\u00e1n\u00ed.<\/p>\n\n\n\n<p><strong>&nbsp;5) Regulace kr\u00e1tkodob\u00fdch pron\u00e1jm\u016f<\/strong><\/p>\n\n\n\n<p>Kr\u00e1tkodob\u00e9 n\u00e1jemn\u00ed bydlen\u00ed prakticky od\u010derp\u00e1v\u00e1 bytov\u00e9 jednotky, kter\u00e9 by jinak byly ur\u010deny ke klasick\u00e9mu n\u00e1jemn\u00edmu \u010di reziden\u010dn\u00edmu bydlen\u00ed. \u010cinnost mezin\u00e1rodn\u00edch platforem, kter\u00e9 zprost\u0159edkov\u00e1vaj\u00ed kr\u00e1tkodob\u00e9 pron\u00e1jmy za \u00fa\u010delem maximalizace zisku m\u016f\u017ee ohrozit pr\u00e1va n\u00e1jemc\u016f a naru\u0161it m\u00edstn\u00ed komunity, co\u017e zp\u016fsobuje probl\u00e9my jako vys\u00eddlen\u00ed m\u00edstn\u00edch obyvatel, trustifikaci a gentrifikaci. M\u011bstsk\u00e9 pl\u00e1nov\u00e1n\u00ed, legislativa a p\u0159\u00edslu\u0161n\u00e9 vnitrost\u00e1tn\u00ed da\u0148ov\u00e9 re\u017eimy by se m\u011bly t\u011bmito obavami zab\u00fdvat a up\u0159ednost\u0148ovat pr\u00e1va obyvatel a jejich p\u0159\u00edstup k dostupn\u00e9mu bydlen\u00ed.<\/p>\n\n\n\n<p><strong>6) Revidovat pravidla EU pro st\u00e1tn\u00ed podporu: Politika bydlen\u00ed jako n\u00e1rodn\u00ed kompetence<\/strong><\/p>\n\n\n\n<p>Pravidla EU pro st\u00e1tn\u00ed podporu Slu\u017eeb obecn\u00e9ho hospod\u00e1\u0159sk\u00e9ho z\u00e1jmu (SGEI) nut\u00ed \u010dlensk\u00e9 st\u00e1ty omezit p\u0159\u00edstup k soci\u00e1ln\u00edmu a dostupn\u00e9mu bydlen\u00ed, co\u017e m\u00e1 dopad zejm\u00e9na pro soci\u00e1ln\u011b znev\u00fdhodn\u011bn\u00e9 skupiny obyvatel. Je d\u016fle\u017eit\u00e9, aby k&nbsp;dostupn\u00e9mu bydlen\u00ed m\u011bla p\u0159\u00edstup velk\u00e1 \u010d\u00e1st populace. Aby se zv\u00fd\u0161ilo poskytov\u00e1n\u00ed dostupn\u00e9ho bydlen\u00ed, pravidla SGEI mus\u00ed b\u00fdt revidov\u00e1na.<\/p>\n\n\n\n<p>Sektor bydlen\u00ed p\u016fsob\u00ed na k\u0159i\u017eovatce mnoha politik, v\u010detn\u011b energetiky, \u017eivotn\u00edho prost\u0159ed\u00ed, klimatu, rozvoje m\u011bst a soci\u00e1ln\u00ed spravedlnosti. I kdy\u017e je koordinace a ve\u0159ejn\u00e9 financov\u00e1n\u00ed t\u011bchto politik z\u00e1sadn\u00ed, politika bydlen\u00ed a posl\u00e1n\u00ed soci\u00e1ln\u00edho bydlen\u00ed z\u016fst\u00e1v\u00e1 v pravomoci st\u00e1tu, p\u0159i\u010dem\u017e opat\u0159en\u00ed prob\u00edhaj\u00ed na m\u00edstn\u00ed a region\u00e1ln\u00ed \u00farovni.<\/p>\n\n\n\n<p><strong>7) Podpora koncepce n\u00e1jemn\u00edho bydlen\u00ed \u2013 dostupn\u00e9 bydlen\u00ed pro v\u0161echny<\/strong><\/p>\n\n\n\n<p>Koncepce n\u00e1jemn\u00edho bydlen\u00ed nepreferuje \u017e\u00e1dn\u00fd druh bydlen\u00ed a klade d\u016fraz na poskytov\u00e1n\u00ed \u0161irok\u00e9 dostupnosti vhodn\u00fdch alternativ bydlen\u00ed bez ohledu na p\u0159\u00edjem, v\u011bk nebo pohlav\u00ed. Bytov\u00e1 politika by se sp\u00ed\u0161, ne\u017e na dostupnost vlastnictv\u00ed m\u011bla zam\u011b\u0159it na zaji\u0161t\u011bn\u00ed bydlen\u00ed pro v\u0161echny.<\/p>\n\n\n\n<p><strong>8) Respektov\u00e1n\u00ed pr\u00e1v n\u00e1jemc\u016f a zaji\u0161t\u011bn\u00ed transparentnosti n\u00e1jemn\u00edch smluv<\/strong><\/p>\n\n\n\n<p>N\u00e1jemci maj\u00ed pr\u00e1va, kter\u00e1 si zaslou\u017e\u00ed ochranu a Evropsk\u00fd parlament by m\u011bl zajistit transparentnost dohod, srozumitelnost a mo\u017enost br\u00e1nit se proti nep\u0159im\u011b\u0159en\u00fdm podm\u00ednk\u00e1m. N\u00e1jemci by m\u011bli m\u00edt p\u0159\u00edstup k&nbsp;pr\u00e1vn\u00edm \u0159e\u0161en\u00edm spor\u016f bez jak\u00fdchkoliv n\u00e1klad\u016f. N\u00e1jemci maj\u00ed tak\u00e9 pr\u00e1vo se organizovat a po\u017eadovat spravedliv\u00e9 zach\u00e1zen\u00ed.<\/p>\n\n\n\n<p><strong>9) Podpora neutrality n\u00e1klad\u016f na bydlen\u00ed v energetick\u00e9 \u00fa\u010dinnosti<\/strong><\/p>\n\n\n\n<p>Energetick\u00e1 \u00fa\u010dinnost v bydlen\u00ed je z\u00e1sadn\u00ed pro sni\u017eov\u00e1n\u00ed \u017eivotn\u00edch n\u00e1klad\u016f a boj proti zm\u011bn\u011b klimatu. Evropsk\u00e1 unie si klade za c\u00edl st\u00e1t v \u010dele glob\u00e1ln\u00edho p\u0159echodu na \u010distou energii, a to zahrnuje i energeticky \u00fa\u010dinn\u00e9 bydlen\u00ed. V d\u016fsledku toho mus\u00ed EU nab\u00eddnout finan\u010dn\u00ed prost\u0159edky k dosa\u017een\u00ed tohoto c\u00edle. Je d\u016fle\u017eit\u00e9 zajistit, aby n\u00e1klady na renovaci byly rovnom\u011brn\u011b rozlo\u017eeny a vyrovnaly se rozd\u00edly mezi soci\u00e1ln\u00edmi skupinami. Neutralita n\u00e1klad\u016f na bydlen\u00ed po rekonstrukci (co\u017e znamen\u00e1, \u017ee zv\u00fd\u0161en\u00ed n\u00e1jemn\u00e9ho je vyv\u00e1\u017eeno \u00fasporami energie ve stejn\u00e9 v\u00fd\u0161i) a soci\u00e1ln\u00ed z\u00e1ruky pro n\u00e1jemce mus\u00ed b\u00fdt minim\u00e1ln\u00edm po\u017eadavkem ve\u0161ker\u00e9 energetick\u00e9 legislativy.<\/p>\n\n\n\n<p><strong>10) Spravedliv\u00fd energetick\u00fd p\u0159echod: rovn\u00fd p\u0159\u00edstup k energeticky \u00fa\u010dinn\u00e9mu bydlen\u00ed<\/strong><\/p>\n\n\n\n<p>Rovn\u00fd p\u0159\u00edstup k energeticky \u00fa\u010dinn\u00e9mu bydlen\u00ed by m\u011bl b\u00fdt prioritou pro v\u0161echny, bez ohledu na p\u0159\u00edjem. Zat\u00edmco EU podporuje spravedliv\u00fd p\u0159echod a opat\u0159en\u00ed v oblasti energetick\u00e9 \u00fa\u010dinnosti, mus\u00ed br\u00e1t v \u00favahu rozd\u00edly v podm\u00ednk\u00e1ch bydlen\u00ed a energetick\u00fdch syst\u00e9mech mezi \u010dlensk\u00fdmi st\u00e1ty. Na podporu tohoto c\u00edle by m\u011bly b\u00fdt k dispozici finan\u010dn\u00ed prost\u0159edky EU zejm\u00e9na tam, kde je toho zapot\u0159eb\u00ed, i kdy\u017e respektov\u00e1n\u00ed z\u00e1sady subsidiarity z\u016fst\u00e1v\u00e1 kl\u00ed\u010dov\u00e9.<\/p>\n\n\n\n<p>Stru\u010dn\u011b \u0159e\u010deno, Mezin\u00e1rodn\u00ed unie n\u00e1jemn\u00edk\u016f (IUT) usiluje o komplexn\u00ed p\u0159\u00edstup k bytov\u00e9 politice v Evrop\u011b, kter\u00fd klade d\u016fraz na dostupnost bydlen\u00ed a na pr\u00e1va n\u00e1jemc\u016f. Ukon\u010den\u00edm bytov\u00e9 krize do roku 2030, podporou ve\u0159ejn\u00e9ho, \u200b\u200bsoci\u00e1ln\u00edho a dostupn\u00e9ho bydlen\u00ed a ochranou n\u00e1jemc\u016f, m\u016f\u017ee Evropsk\u00fd parlament spole\u010dn\u011b s \u010dlensk\u00fdmi st\u00e1ty EU a odpov\u011bdn\u00fdmi bytov\u00fdmi institucemi p\u0159isp\u011bt k zaji\u0161t\u011bn\u00ed dostupn\u00e9ho a bezpe\u010dn\u00e9ho bydlen\u00ed pro v\u0161echny ob\u010dany, co\u017e pos\u00edl\u00ed soci\u00e1ln\u00ed soudr\u017enost a blahobyt na cel\u00e9m kontinentu.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(2024\u20132029) Do roku 2030 ukon\u010dit bytovou krizi v cel\u00e9 Evrop\u011b Nadch\u00e1zej\u00edc\u00ed volby do Evropsk\u00e9ho parlamentu nab\u00edzej\u00ed ob\u010dan\u016fm Evropy z\u00e1sadn\u00ed volbu.
